SUBJECT: Laboratory Waste Requirements

The Alabama Department of Environmental Management (ADEM) recently conducted an inspection of the UAB hazardous waste program. The ADEM inspection included site visits to several randomly selected UAB laboratories to determine compliance with container labeling requirements, storage and handling practices. The inspection revealed several areas that need immediate attention. The ADEM intends to conduct unannounced laboratory inspections in the future to determine compliance. They have regulatory authority to issue citations, fines and cease operations orders for noncompliance.

Following is a list of requirements for laboratory waste operations. These requirements apply to all chemical waste, fluorescent light bulbs, batteries and mercury. Please review this list and make sure your waste operation is in compliance.

All hazardous chemical containers are to be labeled and dated when you decide to dispose of the material or you have filled the collection container. This can be done by filling out a chemical waste manifest and attaching to the container(s) to be picked up or by simply writing the date on the container.

Containers must be in good or transportable condition.

Containers must be kept closed, except when adding or removing waste / material.

Evidence of spills and leaks must be cleaned and removed from collection areas in a timely manner (within 24 hours of detection). Contact the UAB Hazardous Materials Facility at 4-3797 for assistance.

As an information item, these waste regulations are promulgated by the Federal EPA and are subject to change. The ADEM and the UAB Department of Occupational Health and Safety will keep you advised of regulatory changes. The EPA has an oversight responsibility regarding state hazardous waste programs and it is likely that federal officials may accompany ADEM on future inspections.
